223 Holding Company. Means New Rome Bancorp, Inc., a newly formed stock corporation to be organized under the laws of the State of Delaware. Such corporation will be initially formed as a first-tier, wholly owned subsidiary of the Bank. Upon completion of the Conversion and Reorganization, the Holding Company shall hold all of the outstanding capital stock of the Bank and be renamed Rome Bancorp, Inc.
