Interstate and intrastate calls intended to terminate to a telephone number for which there is no charge to the calling party by an interexchange carrier for making and completing the calls, and includes, but is not limited to, calling parties making calls from businesses, institutions or other entities that may obtain local dial tone from carriers other than US LEC.
