GENERATING UNIT FORCED OUTAGE HOUR. For any hour in which a Steam Generating Unit failed, due to reasons attributable to the Operator, for a continuous period of thirty (30) minutes to deliver net output measured using PNOC-EDC electrical meters at MP5 and MP4 at a level of at least ninety five percent (95%) of the STEAM GENERATING UNIT CONTRACTED CAPACITY, one third (1/3) of such hour shall be considered as a FORCED OUTAGE HOUR defined in ... the ECA.
