Any M/WBE who has been certified by the City, the Illinois Department of Transportation, the Missouri Department of Transportation, the St. Louis Minority Business Council and the St. Louis Agency for Training and Employment ("SLATE"), and who possesses the necessary skills or professional expertise required for the Contract. Also, other M/WBE applicants considered by LCRA and the City on a case-by-case basis with Federal, and State certifications
