Technical Penetration Objective. Means CTC's network technical penetration within the then current Russian Gallup Panel, which as of the date of this Agreement comprises 160 cities and includes metered cities, establishment cities and other cities utilized in order to constitute a measurement universe, averages 80% or greater over any twelve-month period.
