Telecommunications Carrier

Telecommunications Carrier. Any provider of telecommunications services (as such term is defined as of the Effective Date in Section 3(46) of the Act (47 U.S.C. § 153(46))) regulated under Title II of the Act, except that such term shall not include aggregators of telecommunications services as defined as of the Effective Date by Section 226 of the Act.
