Telecommunications Operator. Means a governmental or non governmental entity, authority or enterprise which (i) is empowered to own/lease and operate telecommunications circuits or other capacities and to lease these circuits or capacities to persons such as SITA and the Customer and/or (ii) is empowered with the administrative or jurisdictional powers necessary for regulating the telecommunications market.
