Thermal Power Plant. Means a Power Plant, including its machinery, engines, turbines, dynamos, buildings, and pipelines, for the generation of electrical and/or mechanical power comprising a topping cycle that utilizes any kind of fuel, generates electrical and/or mechanical power, that can produce in the process one or more streams of rejected heat; and one or more bottoming cycles that utilize(s) heat rejected from the topping cycle and converts it to electrical and/or mechanical power.
